Lukiya brings over 15 years of experience in designing and implementing projects in Early Childhood Development and Basic Education. She leads the development, execution and monitoring of strategies for ECD and Education interventions, working collaboratively with implementing teams and partners to strengthen the quality of programming. Her work focuses on integrating best practices and organizational areas of excellence into program designs, guided by the organization’s theory of change and a holistic approach that addresses the risks and vulnerabilities faced by infants, children and youth.

In addition to providing technical leadership in the development of concept notes, proposals, program pipelines, and concept papers, Lukiya supports the formulation of Country Strategic Plans, project designs and implementing partner planning processes. Her contributions include Area Strategic Planning and the development of Project Design Documents, particularly within the Education and ECD sectors.

Lukiya holds a Master’s degree in Social Sector Planning and Management and a Bachelor’s degree in Adult and Community Education, both from Makerere University. She also earned a Diploma in Secondary Education from the Institute of Teacher Education Kyambogo.
